MLIT's original suspension plan: 46 international suspensions

Diamond Online reveal's Ministry of Land, Infrastructure, Transport and Tourism's (MLIT) original JAL suspension plan. This was the plan drafted by MLIT back in February 22 2010 but was allegedly replaced by the rumored suspension list reported by Yomiuri. There were 46 international routes on the chopping board in the original plan vs only 29 in the new plan.

MLIT uses the following 4 criteria to determine if a route should be suspended:
1. Yield is less than 10%
2. Direct competition with ANA (Boooo!)
3. Only minimal presence at the airport
4. Not a strategic route for alliance partners

Below is the comparison chart with passenger data, load, yield of all of JAL international routes (aircraft data are from original Japanese report which I think is wrong in some of the routes, e.g. NRT-PEK. I made changes to the JAL's plan according to the rumored list published last week.)

The extra routes suggested by MLIT's plans are:
NRT: YVR, FRA, DME, SGN, HAN, MNL, CAN, DLC, ICN, TPE, KHH, GUM, SYD
KIX: GUM
NGO: PVG, TPE, HNL

The Haneda routes JAL will launch are HND-CDG, HND-TSA. Currently under considerations are: LAX, SFO, LHR, BKK, and HNL. Also HND-HKG will be moved to a day time flight.

On the domestic side, the suspension list is the same as the Yomiuri's list. However, according to Diamond Online, JAL will launch 7 new routes:
Komaki (NKM) - Chitose (CTS)
Komaki (NKM) - Aomori (AOJ)
Komaki (NKM) - Kagoshima (KOJ)
Komaki (NKM) - Sendai (SDJ)
Komaki (NKM) - Iwate-Hanamaki (HNA)
Fukuoka (FUK) - Amami (ASJ)
Fukuoka (FUK) - Yakushima (KUM)
