JAL getting less slots than ANA at new Haneda runway

According to the report on 47news (in Japanese), Japan Airlines is getting less slots than ANA at the new Haneda runway.

The added runway at Haneda will add 37 domestic flights per day. JAL will only get around 8 while ANA will get around 11. Skynet Asia Airways and StarFlyer will get more than 16. There will be 28 added international flights available too. But the MLIT has not decided on the allocation of those slots yet.

Hopefully JAL will get more slots for the international flights. Having international flights to HND is an added advantage and can attract more Japanese who live outside Tokyo to switch back to JAL. Due to the limited domestic connecting flights at Narita, a lot of times passengers will either have to travel from NRT to HND to catch their connecting flights or just choose a Korean carriers which provide a more seamless transit. Having less international slots at HND will be an added disadvantage.

Update: According to Kyodo News, ANA will get 11.5 takeoff and landing slots per day while JAL will only get 7.5
